Willie Halliburton: a 20 year veteran Portland Police Sgt who moonlights as a professional stand up comic / actor was the featured presenter at the 15 Annual CICP Awards Luncheon. Willie entertained the audience of enforcement officials and contractors with humorous stories about cops and thieves.
