CICP Honors Law Enforcement and Contractors
A law enforcement award was presented to Detective Mark Georgioff of
the Portland Police. Georgioff led the investigation of Michael Pavlicek, who
stole an estimated $750,000 worth of tools and material from the construction
industry. Georgioffs work also resulted in a 10 year prison term and stipulated
restitution for Pavlicek.
A law enforcement award was presented to Detective Bill Orsborn of the Pullman Washington Police Department. Orsborn led an investigation involving multiple crimes against the construction industry and other businesses from many jurisdictions. Orsborn’s work resulted in the conviction of Paul Bickle who is now serving prison time in Whitman County jail.
The law enforcement partner award was presented to the Eugene operation
of Schnitzer Steel for their cooperation with law enforcement in fighting metal
theft, especially in the construction industry. Detective Johann Schneider
of the Eugene Police Department nominated Schnitzer Steel for this award.
Dock workers at Schnitzer have the cell number of Schneider and call him
when suspicious material comes in. Schneider has been able to make several
cases as a result of the cooperation and partnership with Schnitzer Steel.
The winner of the 2011 Padlock Award was Andersen Construction.
Martin Cloe accepted the award for Andersen Construction. . Andersen
Construction includes theft and vandalism in the pre planning stages of jobs.
Subcontractors at the Andersen Construction sites of Kaiser Westside
Medical Center, Providence Bethany and Linus Pauling Hall at OSU all
participate in the CICP program. Workers receive training and education
about theft prevention at all hands meetings. Law enforcement officials have
joined Andersen management and CICP staff to conduct site security walk
throughs. Jobsite are posted with CICP reward signs and reward flyers have
been distributed in the neighborhoods around the site engaging them in their
theft prevention activity. As a result, over the past two years, no thefts have
been reported at any of these Andersen jobsites.
